Request for Qualifications (RFQ) Issued

The Department is issuing a Request for Qualifications (RFQ) to solicit Statements of Qualifications from experienced and qualified firms for replacement of the Roosevelt Memorial Bridge (US-70 over Lake Texoma) joining Marshall and Bryan Counties. This project will be delivered using a Modified Progressive Design-Build (MPDB) approach, which emphasizes early collaboration between the Department and the selected Design-Build teams to optimize project outcomes.

The Oklahoma Transportation Commission approved the joint venture of Zachry Construction and Traylor Bros., Inc. as the apparent best value proposer to move forward with the replacement of the US-70 Roosevelt Bridge over Lake Texoma.
The project will deliver a modern structure designed to improve safety, reliability and long-term connectivity across the region. The team was determined through a competitive procurement process using a unique “modified progressive design-build” project delivery method, which allows ODOT to contract with multiple design-build teams to collaborate closely with ODOT personnel during design and construction planning. This approach incentivizes design-build teams to streamline delivery and optimize the design, budget and construction timeline. It is the first time this approach has been used in Oklahoma by ODOT.
Progressive Design-Build Procurement Update

In response to significant storm related damage to the existing U.S. 70 lake causeway sustained on May 19 and 20, the Oklahoma Department of Transportation (ODOT) is accelerating the progressive design-build procurement timeline for the Roosevelt Bridge Project as outlined in the table below. ODOT understands the aggressive nature of this schedule and is working closely with our project partners to prepare for construction later this year.

The Oklahoma Department of Transportation and its partners are hosting a community open house to introduce the teams moving forward with replacing the US-70 Roosevelt Bridge over Lake Texoma and to discuss the effects it will have on the area as well as the timeline. Residents, local businesses and any community members interested in the project will have an opportunity to meet the Zachry Construction and Traylor Bros. team, view renderings and learn more about the construction.

Representatives from ODOT and the project team will be available to answer questions and walk through what the project will involve in the coming years. Informational displays will highlight key elements of the new bridge design and planned improvements. The event is designed as a come-and-go open house, allowing attendees to stop by at any time during the two-hour window.

Modified Progressive Design-Build Procurement Update

Following the industry review period for the Roosevelt Bridge Project, the Oklahoma Department of Transportation (ODOT) is offering a follow-up presentation to all interested proposers. The purpose of this presentation is to provide updates on project status, procurement and the schedule of events. Attendance is encouraged but not required.
The presentation will be on Wednesday, August 27th, at 11:00 am CDT in the Commission meeting room at ODOT Headquarters, 200 NE 21st Street, Oklahoma City, Oklahoma.
Notice of Pending Opportunity
The Department is preparing to issue a solicitation for design and construction services for the Roosevelt Bridge project, which will be delivered using a Modified Progressive Design-Build (MPDB) approach.

This meeting is for Prime & DBE Design Consultants and Contractors. ODOT and consultant partner HNTB will lead the discussion by describing the Roosevelt Bridge project and the Progressive Design Build process. DBEs should comment on areas in which they believe they can participate, and contractors should comment on areas in which they anticipate using DBE participation.
